Analysis of the obstacles to the development of an instrument to combat non take-up of means-tested social benefits in French-speaking Switzerland
In Switzerland – as well as in other countries – access to social benefits is problematic: many people do not receive all the assistance they are entitled to. The implementation of an applied research project aimed at tackling Nontake up of social benefits helped identify three obstacles (federalism, path dependency and ownership of social problems) to the development of an instrument to fight against Nontake up. In this article, we discuss each of these obstacles.
