Sachverhaltserforschung als Ermessensarbeit. Abklärungslogiken im Kontext von Hausbesuchen im Kindes- und Erwachsenenschutz

Der Artikel geht der Bedeutung von Hausbesuchen in kindes- und erwachsenenschutzrechtlichen Abklärungen nach. In der Studie wurden drei Regionen in der Deutschschweiz mit einem an der Grounded Theory orientierten Vorgehen untersucht. Die Analyse von Interviews mit Fachkräften, Falldossiers und teilnehmenden Beobachtungen zeigt, dass sich die Abklärungsarbeit mit Michael Lipskys Konzept der Street-Level Bureaucracy als eine Ermessensarbeit fassen lässt. Der rechtlich-organisationale Rahmen räumt den einzelnen Abklärenden hohes Ermessen in Bezug auf ihr Vorgehen ein. Der Zeitpunkt und die Art der Durchführung von Hausbesuchen variieren, insbesondere weil Abklärende versuchen, einen kooperativen Zugang in die Privatheit zu finden. Der Hausbesuch fungiert dabei als ein Blick in eine private Hinterbühne, mit dem ein gewisses Objektivitätsversprechen verknüpft wird. Gleichzeitig zeigen sich Prozeduren, die der Kontrolle einer grundlegenden Subjektivität in der Wahrnehmung der Privatheit von Bürger:innen dienen.

Fact-finding as Discretionary Work. Logics of Assessment in the Context of Home Visits in Child and Adult Protection

The article examines the importance of home visits in the assessment of child and adult protection cases. In the study, three regions in German-speaking Switzerland were investigated using a grounded theory approach. The analysis of interviews with caseworkers, case files and participant observations uses Michael Lipksy’s concept of street-level bureaucracy and shows that the assessment work can be seen as discretionary work. The legal-organisational framework gives the individual workers a high degree of discretion with regard to their procedures. The timing and manner of conducting home visits varies, especially because caseworkers try to find a cooperative access into the private sphere. The home visit functions as a glimpse into a private backstage, with which a certain promise of objectivity is linked. At the same time, we observed procedures that serve to control a fundamental subjectivity in the perception of citizens’ privacy.

Les figures professionnelles de l’accompagnement. Analyse sociologique du travail d’accompagnement des travailleurs et travailleuses du marché complémentaire en Suisse.

Notre article vise à analyser l’hétérogénéité des métiers de l’accompagnement sur le marché complémentaire en Suisse. À partir d’une enquête qualitative réalisée dans neuf dispositifs d’insertion destinés à des publics variés, nous mettrons en lumière une ligne de tension particulièrement marquée entre les professionnel·les pour qui le statut administratif, le parcours et l’histoire de vie des personnes constituent la base du travail d’accompagnement à l’insertion professionnelle (les « expert·e·s » du travail sur autrui [Lima, 2013]) et les professionel·le·s issu·e·s de différents métiers qui basent leur intervention sur l’activité de travail réalisée dans ces dispositifs (cuisine, menuiserie, tri de déchets, confection de glaces, etc.)

Professional support figures. Sociological analysis of the support work for workers in the complementary market in Switzerland

Our article analyses the heterogeneity of support professions in the Swiss complementary market. On the basis of a qualitative study carried out in nine services for a variety of clients (unemployed people, people on disability insurance, people on social assistance, people sentenced to community service), we highlight two different ways of “working with” the accompanied person. On the one hand, there are professionals for whom the administrative status, the pathway and the life history of the persons supported constitute the basis of the accompaniment and the professionals who base their intervention on the work activity carried out in these services.

Deutungen von Wirkung im Sozialwesen: Annäherungen an einen unscharfen Begriff.

Bis heute existiert kein geteiltes Verständnis von Wirkung im Sozial wesen. Vertiefte Kenntnisse sind hilfreich, um die kontroverse und unübersichtliche Wirkungsdebatte zu konsolidieren und ergebnisorientiert führen zu können. Der Beitrag rekonstruiert auf der Grundlage einer Literaturanalyse die Deutungen von Wirkung in vier ausgewählten Handlungsfeldern des Sozialwesens im deutschsprachigen Raum (Justizvollzug, Fremdplatzierung, Entlastung pflegender Angehöriger, Kurzberatung). Er verdeutlicht, dass sich die Deutungen von Wirkung an den Klient:innen und gelingenden Interventionen orientieren. Eine auffallende «Ökonomisierung» der Wirkungsdebatte bestätigt sich in der Analyse nicht.

Interpretations of impact in social services: Approaches to a fuzzy concept

To date, there is no shared understanding of impact in the social services. Indepth knowledge is helpful to consolidate the controversial and confusing impact debate and to be able to lead it in a resultoriented way. Based on a literature analysis, this article reconstructs the interpretations of impact in four selected fields of action in the social service sector in Germanspeaking countries (correctional services, outofhome placement, relief for caring relatives, brief counselling). It shows that the interpretations of impact are oriented towards clients and successful interventions. A striking “marketization” («Ökonomisierung») of the impact debate is not confirmed in the analysis.
